The Indian Council of Agricultural Research (ICAR) operates as an autonomous body within the Department of Agricultural Research and Education (DARE) under the Ministry of Agriculture and Farmers Welfare, Government of India. Originally established as the Imperial Council of Agricultural Research on 16th July 1929, it was officially registered as a society under the Societies Registration Act, of 1860. Situated in New Delhi, the ICAR serves as the apex organization responsible for coordinating, guiding, and overseeing research and education initiatives in agriculture, which also includes horticulture, fisheries, and animal sciences, across the entire nation. Boasting a vast network of 113 ICAR institutes and 74 agricultural universities spread throughout the country, it stands as one of the largest agricultural systems globally. The ICAR has been instrumental in driving the Green Revolution and subsequent advancements in Indian agriculture through its groundbreaking research and technology development endeavors. Over the years, these efforts have led to a remarkable increase in foodgrain production by 6.21 times, horticultural crop production by 11.53 times, fish production by 21.61 times, milk production by 13.01 times, and egg production by 70.74 times, spanning from 1950-51 to 2021-22. This significant progress has made a tangible impact on the nation's food and nutritional security, underscoring the pivotal role played by the ICAR in shaping the agricultural landscape of India.
Furthermore, the ICAR has been instrumental in fostering excellence in higher education within the agricultural domain, contributing to the development of skilled professionals equipped to address the evolving challenges and opportunities in the agricultural sector.
