As per the provisions outlined in the All India Council for Technical Education  AICTE Act of 1987, during its initial five years following its establishment in 1988, the Council was chaired by the Minister for Human Resource Development, Government of India. A full-time Chairman was appointed on July 2, 1993, marking a significant transition. Subsequently, in March 1994, the Council underwent reconstitution with a term duration of three years. The Executive Committee was similarly re-constituted on July 7, 1994, while the formation of the All India Board of Studies and Advisory Boards occurred during the academic year 1994-95. Notably, the Regional Offices of the Ministry of Human Resource Development, Government of India, situated in Kolkata, Chennai, Kanpur, and Mumbai were transferred to AICTE. Concurrently, the staff employed in these offices were deputed to the Council under foreign service terms, effective from October 1, 1995.
