Dr. A.P.J. Abdul Kalam Technical University (AKTU), formerly known as UPTU (Uttar Pradesh Technical University), was established by the Government of Uttar Pradesh through Act Amendment No. 1156(2) LXXIX-V-1-15-1(Ka), 24-2015 dated September 9, 2015, under Uttar Pradesh Adhiniyam Sankhya 23 of 2000. This significant legislative measure paved the way for the formation of a premier technical university aimed at advancing education, research, and training in various domains.
According to the University Act, 'Technical Education' encompasses a wide spectrum of programs, including engineering, technology, architecture, town planning, pharmacy, applied arts & crafts, and other areas. These programs are designed to meet the evolving needs of industries and society, fostering innovation, skill development, and knowledge dissemination. Additionally, the Act empowers the central government, in consultation with the All India Council for Technical Education (AICTE), to declare new programs and areas within the realm of technical education through notification in the Gazette.

All India Council for Technical Education is a statutory body and a national-level council responsible for the regulation and development of technical education in India. Established in 1945 under the Department of Higher Education, Ministry of Education, Government of India, AICTE's primary objective is to promote and coordinate technical education activities in the country.
As per the provisions outlined in the AICTE Act of 1987, during the initial five years following its establishment in 1988, the Council was chaired by the Minister for Human Resource Development, Government of India. Subsequently, on July 2, 1993, the first full-time Chairman was appointed, marking a significant milestone in the evolution of the Council. In March 1994, the Council underwent reconstitution for a term of three years, reflecting a commitment to effective governance and leadership.
