India boasts one of the most extensive and diverse education systems globally. The introduction of privatization, widespread expansion, increased autonomy, and the launch of programs in new and emerging areas have significantly enhanced access to higher education. However, alongside these advancements, concerns have arisen regarding the quality and relevance of higher education.
In response to these concerns, strategic plans were delineated in the National Policy on Education (NPE) of 1986 and the Programme of Action (PoA) of 1992. These plans advocated for the establishment of an independent national accreditation agency to address the quality issues prevailing in higher education. Consequently, the National Assessment and Accreditation Council (NAAC) was established in 1994 as an autonomous institution under the purview of the University Grants Commission (UGC), headquartered in Bengaluru.
NAAC's primary mandate, as articulated in its vision statement, is to integrate quality assurance into the functioning of Higher Education Institutions (HEIs). It achieves this by evaluating and accrediting HEIs based on various parameters such as teaching-learning processes, research and innovations, infrastructure facilities, governance, and student support services.
Through its rigorous assessment processes, NAAC strives to enhance the quality and relevance of higher education in India. By promoting a culture of continuous improvement and quality assurance, NAAC plays a pivotal role in ensuring that HEIs meet international standards and contribute effectively to the nation's educational and socio-economic development.
As per the regulations outlined in the AICTE Act of 1987, during its initial five years following its establishment in 1988, the Chairman of the Council was held by the Minister for Human Resource Development, representing the Government of India. Subsequently, on July 2, 1993, the Council appointed its first full-time Chairman. A reconstitution of the Council took place in March 1994, with a term of three years.
On July 7, 1994, the Executive Committee underwent reconstitution, while the All India Board of Studies and Advisory Boards were formed during 1994-95. Moreover, in line with organizational restructuring efforts, the Regional Offices of the Ministry of Human Resource Development, situated in Kolkata, Chennai, Kanpur, and Mumbai, were transferred to AICTE. Additionally, staff members from these offices were deputed to the Council under foreign service terms, commencing from October 1, 1995.
The University of Mumbai, previously known as the University of Bombay, stands as one of India's oldest and most esteemed institutions of higher learning. Its establishment in 1857 was a result of the influential "Wood’s Education Dispatch," marking it as one of the pioneering universities in the country.
With the renaming of the city from Bombay to Mumbai, the university's name was also altered to reflect this change. The Government of Maharashtra officially changed it from the "University of Bombay" to the "University of Mumbai," as per a notification published in the Government Gazette on September 4, 1996.
Over the years, the University of Mumbai has garnered recognition for its academic excellence. It was awarded a 5-star status in 2001 and an 'A++' grade status in April 2017 by the National Assessment and Accreditation Council (NAAC), further solidifying its reputation as a premier educational institution in India.
