The Rehabilitation Council of India (RCI) was established as a registered society in 1986. Subsequently, in September 1992, the RCI Act was passed by Parliament, granting statutory status to the council. This transition made the RCI a statutory body on June 22, 1993. Recognizing the evolving needs in the field, the Act underwent amendments by Parliament in 2000 to broaden its scope.

The primary mandate entrusted to the RCI is the regulation and oversight of services provided to individuals with disabilities. Additionally, the council is tasked with standardizing syllabi and curricula related to rehabilitation and special education. To facilitate this, the RCI maintains a Central Rehabilitation Register, which catalogs all qualified professionals and personnel engaged in the realm of rehabilitation and special education. Moreover, the Act outlines punitive measures against unqualified individuals who provide services to persons with disabilities. This ensures that only certified and competent professionals are entrusted with the responsibility of catering to the diverse needs of individuals requiring rehabilitation and special education services.
