Delhi University has taken stern anti-ragging steps like establishing joint control rooms, round-the-clock campus patrols, and binding agreements by the students and their parents. The university is working in close coordination with Delhi Police to maintain the security and discipline of students within the campus.
The University of Delhi held a meeting of its Proctorial Board at the start of the new academic year on Monday with the objective of making plans that would make the orientation process for the newly joined students smooth and secure. With the intention of maintaining discipline on the campus and avoiding cases of ragging, several resolutions were proposed to implement a zero-tolerance policy.
The colleges and departments have been asked to implement the rules and regulations concerned rigorously, particularly Ordinances XV-B and XV-C, and the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act of 2013.
Compulsory Anti-Ragging Undertaking: Parents/guardians of new students and students themselves are also required to fill an undertaking against ragging at the time of admission through the national portal http://www.antiragging.in, as guided by the guidelines of the Honorable Supreme Court.
Joint Control Rooms: Two centers of control at North Campus (Telephone: 27667221) and South Campus (Telephone: 24119832) will be functional from August 1 to August 8, with the primary aim of answering student queries and offering immediate help.
Observation of Anti-Ragging Week: Following the UGC directive, Anti-Ragging Day will be observed on August 12 and Anti-Ragging Week till August 18.
Mass Awareness: Anti-ragging posters in Hindi and English have been displayed at all strategic locations on both campuses.
Restricted Entry and Surveillance: Hostels and colleges shall limit the entry of outsiders and display anti-ragging regulations publicly. They will constitute Anti-Ragging Committees and Vigilance Squads with the help of NCC/NSS student volunteers. Police Pickets and Patrolling: Police pickets will be stationed outside all colleges, with particular notice being taken of women's colleges. Patrolling will be regularly carried out throughout the campus to provide secure conditions for students.
Women Police Deployment: Delhi Police has promised deployment of plainclothes women staff inside and outside college complexes to deter ragging and eve-teasing.ashireddy.
Authentication of PG Accommodations: Paying guest accommodation students have been directed to verify their accommodation places in advance with the local police officials.
Online Grievance Mechanism: Police authorities highlighted user-friendly complaint-filing procedures for ragging, such as online reporting and cybercrime referrals.
Regular Compliance Reports: Institutional heads are required to provide weekly compliance reports for the first quarter of the year and monthly reports for the remaining periods under UGC's 2009 anti-ragging guidelines to the University Proctor at proctor@du.ac.in.
The institution reiterated that any action concerning ragging or indiscipline would be dealt with seriously, and it could be suspension, expulsion, withdrawal of admission or degrees, withholding of results, or prohibition of class attendance and examination.
