Before 1923 there was no technical education in Orissa. The students attended the Bihar School of Engineering to further their studies. With the elevation of the Bihar School of Engineering to the Bihar Engineering College, the Orissa School of Engineering was established in 1923 in Cuttack under the rule of Bihar-Orissa. After World War II in 1939 and during the Japanese aggression in 1942, the Orissa School of Engineering trained over 1,000 warfare engineers, and demobilized soldiers, and industrial apprentices. 

Institute was the center of warfare in the eastern region. Lord Wavell, then Viceroy of India, visited the Institute during the wartime hurricane. Initially, courses for civil engineers and electromechanics were organized at the institute. Later, in 1971, this engineering school introduced diversified courses into the semester system to meet the needs of the industry.
