The Manipur University of Culture was established in 2015 after the Government of Manipur introduced a Bill called “The Manipur University of Culture Bill, 2015” in the Manipur Legislative Assembly. The Government of Manipur took a bold decision to establish this culture university with a hope of promoting Art & Culture and rich Cultural Heritage of India. Specially, the Manipur University of Culture was set up as a Model University in the field of Art and Culture in the history of Indian academy. The Bill received the assent of the Hon’ble Governor of Manipur on the 10th April 2015. The Act was published in the Manipur Gazette on May 5, 2015. Subsequently, the Government has appointed the 25th August 2015 as the date of Commencement of the Act.
Manipur University of Culture was established in 1980. The main goal of the institute's vision is to promote self-employment as well as higher education. UGC Approves the University. It is a coeducational institution whose primary goal is to provide the best education for both boys and girls, and especially the majority of female students. Manipur University is committed to shaping the future of the world by teaching its students respect for their culture. The scholarship is available to students from Manipur who are members of schedule-caste or schedule-tribe.
Environment protection rallies are held to protect the environment and make Earth a safer place to live. The University also aims to expand their reach in all fields. A plastic-free campus follows rules and regulations. Under the supervision of teachers, different sports like Cricket, Football, Volleyball and others are taught. Students can also participate in extracurricular activities such as singing, dancing, music, debate, and other activities for their personal development.

The university offers both undergraduate and postgraduate degrees in the Arts field. MUC offers full-time BA and MA programs in various fields. These courses are offered in full-time mode. Admissions to these programs are determined by the university's written test. The university also offers postgraduate research courses.

Admission to UG and PG courses at Manipur University of Culture are based on the candidate's performance during a written test. This is followed by viva voce or an interview. BA in Fine Arts lasts 4 years, while other BA courses take 3 years.

The Prospectus and application forms can be obtained at the office of the registrar for INR 400 in general and INR 200 in ST/SC/OBC applicants.
