The Maharaja Sriram Chandra Bhanja Deo University (MSCB University), formerly North Orissa University (NOU) was established by the Government of Orissa, under the Section 32 of the Odisha University Act, 1989 (Act 5 of 1989), vide notification No. 880 dated 13th July 1998. It was carved out of the Utkal University and became operational since 1999 at Takatpur (98.84 acres) of Baripada in the Mayurbhanj District of Odisha as an affiliating university. The University is recognized by the University Grants Commission under Sections 2(f) and 12(B) of UGC Act,1956 with effect from 15th February 2000 and 21st June 2006, respectively.

NOU's jurisdiction covers 103 colleges (Mayurbhanj-65 + Keonjhar-38) including 2 Autonomous Colleges, 2 Law Colleges, 3 Teachers' Education (B.Ed.) Colleges (including one specially for the physically challenged) impart education to a large number of students at the graduate and post-graduate levels.
MSCB University is recognized by Bar Council of India, DEC, IGNOU, and NCTE and included in the list of the Association of Indian Universities and Association of Commonwealth Universities.

The Central Library of the University was established in the year 2001. It is Situated adjacent to the administrative building inside the campus, the library has 54099 numbers of text and reference books in different subjects besides books of common interest. At present the library is subscribing for 58 journals and 17 magazines. e-resources by EBSCO and Elsevier ScienceDirect (10 Subjects) journals are accessible to the students, scholars, and faculty members of the University. The holdings of the library have been fully processed using the popular technical tools like 20th Edition DDC for classification and AACR-2 for cataloguing. OPAC through SOUL 2.0. The Library is fully automated with RFID based automation integrated with SOUL 2.0 Integrated Library Management System (ILMS).
The library caters the need of students, teachers, researchers associated with the University and intelligentsia and cultured classes of North Orissa. The library was established as a centre to advance knowledge in the fields of non-conventional subjects relevant to this part of the state such as Tribal Studies, Wild-life & conservation Biology, Remote sensing & GIS, conventional subjects such as Botany, Chemistry, Physics, Zoology and Economics and some socially relevant and economically viable courses such as Biotechnology, Bioinformatics, Environmental Management & Technology, Computer Science and Management.
