In March 2008, the AP Government created RGUKT. This was done through an act of the Legislature. RGUKT would start as a full-fledged university. It would admit around the top 1% of rural students. These students would go to the three residential campuses. The first group of around 6,500 tenth-graders was admitted into a six-year program in August 2008. The initial selection was based on the local best model. This means students with the top grades in every subject were chosen. The main goal of RGUKT was to give high-quality education to rural youth in Andhra Pradesh. The first plan was to have the top 1% of rural graduates study at RGUKT.
