Since its inception in 1928, the Tamil Nadu Nurses and Midwives Council (TNNMC) has been at the forefront of regulating the nursing and midwifery professions in the region. The council's establishment followed the introduction and passage of Act III of 1926 in the Madras Legislative Assembly. This legislation was a pivotal step in controlling the activities of Nurses, Midwives, and Dhais who practiced without proper licensing within the Madras Presidency.
It's noteworthy that this legislation could have been enacted much earlier, possibly alongside the Medical Registration Act of 1914. Nevertheless, Act III of 1926 stands out as a pioneering initiative, being the first of its kind in India. Madras holds the distinction of being the premier region to implement such regulatory measures.
