The College of Engineering, Attingal, commonly referred to as CEAL, was established by the Institute of Human Resource Development in 2004 and operated by the Government of Kerala.  The college is based in Attingal, is affiliated with KTU, and is approved by the All India Council for Technical Education. 

College of Engineering Attingal, established by the Institute of Human Resource Development (IHRD), an autonomous educational institution of the Government of Kerala, is a leading engineering college with a well-developed environment for foundry professionals.  The IHRD is concerned with the country's scientific advancement, technological advancement, and economic growth through human resource development. IHRD is a large college center with more than 92 institutions including 9 engineering schools. Attingal College of Engineering began operations in the 2004-2005 academic year with two-tier courses offered in Electronics and Communications Engineering and Computer Science and Engineering, and subsequently, Electrical Engineering and Electronics were accredited.

College of Engineering, Attingal is affiliated with the APJ Abdul Kalam Technological University and is approved by the All India Council for Technical Education (AICTE). The college has not applied for NBA accreditation.

The opening hours of the library are from 9 a.m. to 5 p.m.
